I've been told that after all are eliminated, the last 2 top-ranking players can both end up first if one has more experience and another has more tribute, if they both quit same turn.
I always understood that quitters always dropped to last regardless of their previous position.
Any long-term Pros know which is correct, anyone?

I'm confused myself, I've seen the top player quit in three games and stay in first. I quit a game and dropped to second place.

And what part does Regular or Elimination play?

Had not thought about type of game. That makes sense.

Your win loss record and experience has a lot to do with your final ranking in a camp,when you quit.
