From the rulebook:

'A fleet in a water province (not a coastal province) can convoy an army from any coastal province adjacent to that water province to any other coastal province adjacent to that water province.'

DEN is a coastal province, therefore you cannot Convoy a land army from a coastal province.

in that case wouldn't it have been obvious for gai to move the fleet to nwy then the tank to den... i mean its obviouse from fufu's orders he wanted to go to nwy so why did he just switch them? seems like theres a laps in logic..

I admit that it is possible that i made a mistake while typing......i now know to be more careful in how i word things, or to check what i typed. Sorry for this inconveniance.

Unless they can give a solid example of why negotiation is so important, there SHOULD be a deadline on adjustment phases.
